Estonia's motor vehicle tax has two parts: an annual tax collected by the Tax and Customs Board, and a one-off registration fee collected by the Transport Administration. Both depend on CO2 emissions, mass and the vehicle's age.
The mass component applies to passenger cars (M1) only.

Basis of the calculation
Estonia's motor vehicle tax has two halves set by two different acts. The annual tax is collected by the Tax and Customs Board under the Motor Vehicle Tax Act; the registration fee is collected by the Transport Administration under chapter 12³ of the Traffic Act. Both are made up of a base part, a CO₂ part and — for passenger cars — a mass part, but the fee's CO₂ component starts charging at the first gram, which makes it roughly ten times the annual tax on a new car. The age coefficient applies to the amount after the base part is subtracted. Age is measured from the start of the tax period for the annual tax, and from the day of registration or first change of ownership for the fee, so the two coefficients can differ. The fee is due before first registration or the first change of owner; it does not arise when a lessee buys out their own lease or on inheritance. From 2026 the Tax and Customs Board reduces the annual tax by 100 euros per child under 18, applied automatically on the tax notice and not reflected here. These rates apply in 2026 and 2027; increases are legislated for 2028 and 2031.

How much is Estonia's car tax in 2026?
A passenger car's annual tax starts at €50 and rises with CO2 and mass. The registration fee starts at €150. A 130 g/km, 1800 kg car pays €89 a year and an €865 registration fee. Older vehicles pay less, through the age coefficient.
How is the motor vehicle tax calculated?
The tax is the sum of three components: a base part, a CO2 part and a mass part. The annual tax only starts charging CO2 above 118 g/km, while the registration fee charges from the first gram — which is why the fee is roughly ten times the annual tax on a new car.
When and how is the car tax paid?
The annual tax is normally paid in halves, by 15 June and 15 December, against a notice from the Tax and Customs Board based on the register as it stood on 1 January. The registration fee is paid before the vehicle is registered, or before its first change of owner.
How much is the registration fee?
The base part for a passenger car is €150. The CO2 part is €5 per gram from 1–117 g/km, €10 from 118–150, €30 from 151–200 and €50 from 201 g/km up. The mass part is €2 for every kilogram above 2000 kg, capped at €2000.
Do older cars pay less?
Yes. For passenger cars and vans the amount is multiplied by an age coefficient, which for the annual tax starts in the fifth year at 0.92 and reaches zero by the twentieth. The coefficient applies to the amount after the base part is subtracted; the base part itself never falls.
Who is exempt from the car tax?
Exemptions are set out in § 15 of the Motor Vehicle Tax Act and cover rescue and police vehicles, certain vehicles belonging to people with disabilities, and diplomatic vehicles. From 2026 the Tax and Customs Board also reduces the annual tax by €100 per child under 18.
