Holiday pay is based on the average calendar-day wage over the previous six months: gross earnings divided by the calendar days in that period, less days of absence and, for statutory annual leave, the public holidays.

Pay for the six calendar months before the holiday that has fallen due. The reference month is the one containing the second-to-last working day before the holiday starts.

Calendar days away under TLS § 19 — unpaid leave, incapacity, care leave and the like — plus days worked on a sick certificate. These come out of the divisor.

For basic holiday pay, public and national holidays are excluded from the day count (määrus nr 91 § 4 lg 2).

Why calendar days rather than working days?

Because statutory leave is granted in calendar days, and the pay has to be worked out in the same unit. On a working-day basis the amount for a fortnight off would depend on how many weekends fell inside it. Using calendar days makes two weeks' leave pay the same whenever it is taken.

Why are public holidays removed from the divisor?

A public holiday is not a working day and nothing was earned on it, so leaving it in the divisor would lower the average daily wage for no reason. It is taken out — but only for statutory annual leave. Other kinds of leave keep the plain calendar divisor, and that distinction is where hand calculations most often go wrong.
